How to convert a garage to living space in California

You can convert a garage to living space in California two ways: as a room that stays part of your house, or as an ADU, a separate home with its own kitchen. Both need a permit, but parking, approvals and cost differ sharply.

Two ways to convert a garage to living space

The line between the two is the kitchen. State law defines an ADU as a unit with complete independent living facilities: permanent provisions for living, sleeping, eating, cooking and sanitation. A converted garage without cooking facilities is just more of your house. Add a kitchen and an outside door, and you're building an ADU, which follows the ADU rules.

Convert a garage to a bedroom, office or gym

This is the simpler project on paper. The garage becomes a habitable room of the existing house. The City of San Diego's Information Bulletin 142 lays out the minimum requirements for a permit to convert a garage at a single dwelling unit or duplex to habitable, non-parking space, and the problems that commonly come up. The bulletin was last revised in January 2016, so confirm the current rules with Development Services before you design.

The room has to meet the same code as any other room in the house: ceiling height, insulation, and an emergency escape window if anyone will sleep there (details below). It doesn't need its own entrance, kitchen or address.

Garage conversion without an ADU permit

People search for this when they want the extra room without the ADU process. You can skip the ADU rules by not adding a kitchen, but you can't skip the building permit. And skipping the ADU route has costs:

  • Parking. The state's ban on replacement parking applies to ADUs. In San Diego, a room conversion generally has to replace the lost garage spaces (next section).
  • No permit clock. The 60-day decision deadline and ministerial review are for ADU applications.
  • No separate unit. A room can't be sold, addressed or permitted as its own home. If you later add a kitchen, it becomes an ADU project.

Convert a garage to an ADU

State law requires every city to approve, on a single-family lot, one ADU built within existing space, and that includes an attached or detached garage. San Diego's ADU bulletin treats a garage conversion as that ADU. You get rules a room conversion doesn't:

  • No setbacks for the existing structure, and no replacement parking for the garage you give up, under Government Code 66314.
  • A 60-day decision on a complete application, or it's deemed approved.
  • No maximum size for conversions in San Diego's ADU code.

An attached garage can instead become a junior ADU: up to 500 square feet, with an efficiency kitchen, and it may share a bathroom with the house. The full rule set is in our garage conversion ADU guide and our overview of California ADU laws.

Building code requirements for a garage conversion

Whether it becomes a bedroom or an ADU, a garage has to be brought up to the standard of a home. These are the items plan reviewers and inspectors look at.

Ceiling height

California's residential code requires habitable rooms to have a ceiling height of at least 7 feet. Most garages clear that, but a raised floor built over the slab can push you under. Measure before you design.

Emergency escape window

Every sleeping room needs one. Under the 2025 code, it must have at least 5.7 square feet of net clear opening (5 square feet at grade), be at least 24 inches high and 20 inches wide, and sit no more than 44 inches above the floor.

Insulation and Title 24

The California Energy Commission treats converting a garage to conditioned space as an addition, which must meet Section 150.2(a) of the 2025 Energy Code. Expect insulated walls and ceiling, compliant windows and an energy report with your plans. For an attached ADU, the Commission notes the house's existing ducted system generally can't serve the new unit, so plan on separate heating and cooling.

Slab moisture

Garage slabs often lack a vapor barrier, and older ones may lack adequate footings. Snap ADU reports that inspections often find footings not sufficient for an ADU, requiring retrofit footings at minimum, and that any in-slab plumbing means cutting the slab.

Fire separation if the garage is attached

If an attached garage becomes an ADU, the wall and ceiling between the two homes need a 1-hour fire-resistance rating (half an hour if fully sprinklered). If you convert only part of an attached garage into a room and keep parking in the rest, the code's garage-to-house separation still applies to the wall between them.

Hire a B contractor for either project. Both conversions touch structure, electrical and often plumbing. Check a contractor's license and read how to hire an ADU contractor before you sign.

Garage conversion parking rules

This is the biggest practical difference between the two paths.

Garage to junior ADUCity may require itABAG state-law summary

San Diego's bulletin explains why: garages are typically built to satisfy a zoning requirement for off-street parking, so converting a required parking area to non-parking use requires replacing the spaces. The city's parking code says the garage parking must be replaced with an equivalent number of garage spaces on the premises. Replacement spaces generally can't go in the front or street-side setback; the narrow exception requires, among other things, an RS zone and a garage converted before January 1, 1992.

If your lot has no legal spot for new garage spaces, a room conversion may not be approvable, and the ADU route avoids the problem. Other cities have similar rules: Blythe's building department, for example, tells owners that enclosing a garage means providing alternate covered parking. ADUs in San Diego still need parking in a few places: the city's code requires it only in the Beach Impact Area outside transit priority areas.

Risks of an unpermitted garage conversion

Unpermitted space follows the house. Whoever owns the property owns the problem, including the next buyer.
  • Insurance. One California building department warns that if a fire occurs in an illegal garage conversion, your homeowner's policy may not cover the loss. Ask your insurer in writing how it treats unpermitted space.
  • Refinancing and sale. The same page notes many lenders check with the building department to see whether a conversion was permitted and inspected.
  • Disclosure. The state's Real Estate Transfer Disclosure Statement asks sellers whether they know of “room additions, structural modifications, or other alterations or repairs made without necessary permits.”

AB 2533 and unpermitted ADUs

If the unpermitted garage conversion is a full unit with a kitchen, built before January 1, 2020, state law (AB 2533, now Government Code 66311.7) says the city can't deny a permit to legalize it just because it breaks building or zoning rules, unless a fix is needed for health and safety, and can't charge impact fees for it. San Diego describes the process in Information Bulletin 242. That protection is written for ADUs; an unpermitted bedroom conversion goes through the normal permit process, parking rules included.

What it costs to convert a garage to living space

The price gap matches the rule gap. This Old House's June 2026 national averages put a garage-to-bedroom conversion at $10,400 to $17,800 and a home office at $8,200 to $14,700. A full ADU conversion in San Diego runs about $150,000 to $225,000+ in Lars Remodel's 2026 estimates, because of the kitchen, bathroom, plumbing through the slab, plans and energy compliance. A room conversion in San Diego may also have to pay for new garage parking. The full breakdown is in our garage conversion cost guide; for the ADU side, see what an ADU costs in San Diego.

Common questions

Do I need a permit to convert my garage to living space?
Yes. Turning a garage into a habitable room or an ADU needs a building permit in California. In San Diego, a room conversion follows Information Bulletin 142 and an ADU conversion follows the ADU rules in Information Bulletin 400.
Can I convert a garage into a room in California?
Yes, with a building permit. The room has to meet code for habitable space, including a ceiling at least 7 feet high, insulation, and an emergency escape window if it's a bedroom. Some cities, including San Diego, also require you to replace the lost garage parking.
Do I have to replace parking if I convert my garage to a bedroom?
In the City of San Diego, generally yes: the city's parking code requires replacing the garage spaces on the property. If you convert the garage to an ADU instead, state law bars the city from requiring replacement parking.
Garage to bedroom vs ADU: which is better?
A bedroom costs far less (about $10,400 to $17,800 on national averages) but stays part of your house and may require replacement parking. An ADU costs about $150,000 to $225,000+ in San Diego but creates a separate home you can rent, with no replacement parking.
Can I legalize an unpermitted garage conversion?
Yes, by getting a permit and bringing it up to code. If it's a full ADU built before 2020, state law (AB 2533) limits the city's grounds for denial to health and safety issues and bars impact fees.
