Chula Vista ADU rules are now mostly state law: the city repealed its own ADU and junior ADU sections in 2025. What stays local is the paperwork, the fees, a soils report rule and a set of city standard ADU plans. Here's what applies in Chula Vista and how to get a permit.

Chula Vista no longer has its own ADU ordinance. The city's municipal code lists section 19.58.022 (accessory dwelling units) as repealed by Ordinance 3592 in 2025, and the code's legislative history shows the same ordinance repealing section 19.58.023 (junior ADUs), dated April 15, 2025. A Planning Commission resolution from early 2025 said the two sections were out of step with SB 1211, a state ADU law that took effect January 1, 2025.
So the Chula Vista ADU requirements that matter are California's: how many units you can build, size, height, setbacks, parking and the permit clock all come from state law. Our guide to California ADU laws covers them, and our junior ADU guide covers the 500 sq ft unit inside the house.
Two local items still shape your project. First, soils. The city's soils report waiver form says expansive or compressible soil is found throughout Chula Vista, so a soils investigation report is required for all projects. The Building Official may waive it for a one-story detached ADU if a California-registered civil or geotechnical engineer certifies that the site is on cut or natural grade, not fill. Second, the coast: Snap ADU, a builder, notes that ADUs in the city's coastal zone may be subject to the Bayfront Local Coastal Program. Ask the city whether your lot is in it.
Chula Vista calls its pre-approved ADU plans “City Standard ADU Plans.” The city's ADU page says it worked with the design firm SnapADU to offer 12 options: six sizes, each with a flipped floor plan.
The plans still need site-specific sheets, Title 24 energy calculations and usually a soils report. For more choices, including the County's free plans, see our pre-approved ADU plans guide for San Diego and ADU floor plans.
| Fee | What applies |
|---|---|
| City development impact and in-lieu fees | None for ADUs under 750 sq ft; 750 sq ft or larger, charged in proportion to the main house by square footage |
| Elementary school fee (Chula Vista Elementary) | $2.37 per sq ft of habitable area from October 12, 2026; ADUs under 500 sq ft exempt |
| High school fee (Sweetwater Union) | $3.01 per sq ft for grades 7–12 residential additions and conversions, from June 22, 2026 |
Building permit, plan check and utility fees are separate, and the city didn't publish a total ADU fee estimate we could find. Ask Development Services for one on your plans. A 600 sq ft detached ADU, for example, would pay no city impact fees but would owe about $3,228 in school fees at the rates above ($5.38 per sq ft combined), if both districts serve your address. Confirm which school districts cover your lot. For build costs, see what an ADU costs in San Diego, or run the ADU cost calculator. Planning to rent the unit? See ADU rental income in San Diego.
Chula Vista ADU permits go through Development Services. The city's ADU page is the starting point for forms and the standard plans. Snap ADU reports that since December 13, 2024 the city has required digital submission of plans. Include the soils report, or the engineer-certified waiver request, with your first submittal.
