An Encinitas ADU can start from the city's own permit-ready plans, with city plan review and inspection fees waived. The coastal zone adds a step for many lots. Here's how the PRADU program, coastal permits, setbacks and fees work in Encinitas.

Encinitas runs its own pre-approved plan program, the Permit-Ready Accessory Dwelling Unit (PRADU) program. If you searched for “city of Encinitas pre approved ADU plans,” this is it. The city has approved plan sets from two architecture firms, and you work with the firm whose plans you pick.
| Plan preparer | Sizes offered |
|---|---|
| Design Path Studio | 350 sq ft studio, 555 sq ft 1 bed/1 bath, 745 sq ft 2 bed/2 bath, 938 sq ft 3 bed/3 bath |
| DZN Partners | 224 sq ft studio, 499 sq ft 1 bed, 990 sq ft 2 bed, 1,199 sq ft 3 bed |
Encinitas plans travel: the City of San Diego accepts them too. Compare every regional option in our pre-approved ADU plans guide, and see ADU floor plans for layouts by size.
Encinitas's ADU rules are in Municipal Code § 30.48.040(T), and they are part of the city's Local Coastal Program, so changes go to the California Coastal Commission. In a 2022 review of the city's ADU update, Coastal Commission and city staff agreed to spell out that an ADU or junior ADU needs a coastal development permit if it isn't completely inside the existing house, adds habitable area, or converts non-habitable space. The city is to decide those permits within 60 days where feasible.
The ADU rules the Commission reviewed let an ADU sit 4 feet from side and rear lot lines. Bigger setbacks still apply where the city's coastal bluff, inland hillside, sensitive habitat or scenic view policies require them, including on lots next to a coastal bluff. Converting space wholly inside an existing house or accessory building needs no setback, unless those same policies say otherwise.
Encinitas also sets green building rules. Under its 2024 local building codes, new detached ADUs must meet higher energy performance standards and install solar panels. For the state rules on size, height and unit counts, see California ADU laws and our junior ADU guide.
| Fee | What applies |
|---|---|
| City plan review and inspection (PRADU) | Waived, except state fees, postage for a coastal permit and County Recorder fees for the covenant |
| High school fee (San Dieguito Union) | $2.83 per sq ft of livable space; 500 sq ft or less is exempt |
| Elementary school, water and sewer | Set by the agency serving your address; paid before the city issues the permit |
San Dieguito Union takes payment by check, by appointment, at its Encinitas office. For a plan that isn't PRADU, Encinitas's permit page lists the fees that can apply, including permit, school, water, sewer, traffic impact and climate action fees. Under state law, impact fees can't be charged on an ADU under 750 sq ft. For build costs, see what an ADU costs in San Diego or the ADU cost calculator.
The city's ADU page is the starting point for both custom and PRADU projects. For a PRADU permit, you download the checklist and plan set, then take the agency forms to the water, sewer and school agencies, get their signatures, pay their fees and upload the final forms through the CSS Portal before the building permit is issued. A covenant is recorded with the County Recorder.
