Carlsbad ADU rules cap a detached unit at 1,200 sq ft and one story, require it to match the main house, and add coastal parking rules near the beach. The city also offers free permit-ready ADU plans. Here's what Carlsbad's ADU ordinance says and what to check before you design.

The Carlsbad ADU ordinance is Section 21.10.030 of the city's Zoning Ordinance. The latest text we could verify is Ordinance No. CS-449, adopted June 6, 2023 to match the state laws that took effect that year. ADUs are allowed in zones that permit single-family, two-family, multifamily or mixed-use homes, and applications that meet the section are approved ministerially, without a hearing. In a conflict between the city's rules and the state ADU statutes, the state rules apply.
| Rule | Carlsbad |
|---|---|
| Detached ADU size | Up to 1,200 sq ft |
| Attached ADU size | 50% of the main home's floor area or 1,200 sq ft, whichever is less, but never less than 800 sq ft |
| Junior ADU | Up to 500 sq ft; the owner must live in the house or the JADU |
| Detached height | 16 ft and one story; 18 ft within a half-mile walk of Carlsbad Village or Poinsettia Station (20 ft with a matching roof pitch); 18 ft on a multistory multifamily lot |
| Attached height | 25 ft or the zone limit, two stories max |
| Over a garage | Allowed at the zone's height limit, two stories including the garage |
| Roof decks | Not allowed on detached ADUs |
| Design | Same roofing, trim, walls, windows and colors as the main house |
The design rule is the one most likely to change your plans: a detached ADU on a single-family lot must use the same exterior features and color palette as the house, which can rule out a standard prefab finish. See prefab ADUs in California and attached vs. detached ADUs. The state rules behind Carlsbad's are in California ADU laws.
Part of Carlsbad is in the coastal zone. Under CS-449, an ADU in the coastal zone needs a building permit plus the city's coastal permit, and new construction, conversions and expansions must respect habitat buffers, geologic setbacks and coastal view protections. Detached coastal ADUs have gone through Minor Coastal Development Permits; in September 2026, for example, the city filed a minor coastal permit for a 1,087 sq ft detached ADU on Camino del Sol Circle. The Coastal Commission's staff recommended approving the 2023 ADU update as submitted for the coastal zone, noting coastal ADUs still need the same coastal review as before.
Parking is where Carlsbad differs most. Normally, when you convert or demolish a garage for an ADU, you don't have to replace the house's parking. In Carlsbad that exemption doesn't apply on lots west of the rail corridor, or east of the rail corridor and west of Interstate 5 between Avenida Encinas and Batiquitos Lagoon. There, the lost spaces must be replaced on the lot, though they can be uncovered, tandem, in any yard or on a mechanical lift.
Carlsbad requires a recorded Notice of Restriction stating that the ADU or junior ADU won't be rented for less than 30 days; ADUs permitted before January 1, 2020 are exempt from that restriction. You can't sell the ADU on its own either. HCD noted in 2025 that Carlsbad has not adopted an ordinance allowing ADUs to be sold separately as condominiums, which state law lets cities opt into. For long-term rental numbers, see ADU rental income in San Diego.
Carlsbad offers free pre-approved ADU building plans in a range of sizes and styles, under Housing Element Program 1.2. The city's Permit Ready ADU checklist says the plans are for new detached ADUs and can be downloaded free. Because they were plan-checked in advance, they get expedited processing and lower building plan check fees, but only if you build them unmodified. Compare regional options in our pre-approved ADU plans guide.
| Fee | What applies |
|---|---|
| School fee (Carlsbad Unified) | $5.38 per sq ft for residential construction, approved April 15, 2026; none under 500 sq ft |
| City impact fees | None under 750 sq ft; above that, proportional to the main house, under state law |
| Plan check | Lower for unmodified permit-ready plans |
Carlsbad didn't publish an ADU fee estimate we could read, so ask the city for one, and confirm which school district serves your address. For build costs, see what an ADU costs in San Diego or the ADU cost calculator.
Outside the coastal zone, a Carlsbad ADU needs only a building permit; inside it, add the coastal permit described above. Under CS-449, the city must approve or deny an ADU application within the state's deadline, give you a written list of fixes if it denies one, and review a demolition permit for a detached garage together with the ADU that replaces it. Before you sign a contract, read how to hire an ADU contractor, check a contractor's license, and compare verified ADU builders in San Diego County.
