Escondido ADU projects get two real breaks: four free pre-approved plans from the city, and an exemption from the city's own development impact fees. Here's what the city's rules, plan program and fee guide say, and where its handouts lag state law.

The city of Escondido's ADU rules are in Article 70 of the Escondido Zoning Code. In plain terms, the city's ADU web page says an ADU can be up to 1,000 sq ft and a junior ADU up to 500 sq ft, built inside the house. An ADU can be attached, detached, or a conversion of a garage or other existing space, and you don't need to add parking for it.
| Rule | Escondido |
|---|---|
| ADU size | 850 to 1,000 sq ft maximum, depending on the house, lot size, floor area ratio and lot coverage; an 850 sq ft ADU is always allowed |
| Junior ADU | Up to 500 sq ft inside the existing house, with an efficiency kitchen |
| Height | The zone's limit, but at least 16 ft; 18 ft within half a mile of transit; up to 25 ft if attached |
| Side and rear setbacks | 4 ft minimum; front setback follows the zone |
| Distance from the house | 10 ft, unless you add fire safety features the building and fire departments accept |
| Design | Colors and materials match the main house; the entry can't face the nearest property line or look like a second front door |
| Parking | None |
| Rentals | 30 days or more; no short-term rentals |
| Selling the ADU | Not allowed separately from the main house |
The PAADU FAQ adds the Escondido ADU setback requirements, the 10 ft spacing from the house, and the rental and sale rules. It says a lot with a single-family home can have up to three units: one new detached ADU, one conversion ADU and one junior ADU. The city's ADU page also confirms that an ADU needs fire sprinklers only if the main house has them, and that short-term rentals aren't allowed.
The 2023 handout also says the ADU needs its own exterior entrance with no interior door into the main house, a full separate kitchen and its own bathroom, and that only one sewer lateral is allowed per lot. If you're weighing a garage conversion against a new backyard unit, read attached vs. detached ADUs.
Escondido's Pre-Approved ADU Program (PAADU) offers four plan sets for new, detached ADUs. The city paid for them with a 2020 state LEAP planning grant and, according to its ADU page, developed them with RRM Design Group. The PAADU FAQ says the plans are free to download.
| Plan | Layout | Size |
|---|---|---|
| Plan 1 | Studio or 1 bedroom, 1 bath | 484 sq ft |
| Plan 2 | 2 bedrooms, 1 bath | 644 sq ft |
| Plan 3 | 2 bedrooms, 2 baths | 851 sq ft |
| Plan 4 | 2 or 3 bedrooms, 2 baths | 1,000 sq ft |
The same process sheet says formal review comments come on a 30-day clock, but notes that review is iterative and can take a couple of months to reach approval. For other plan programs in the region, see our pre-approved ADU plans guide.
The city's fee guide, updated September 16, 2025, says ADU building fees are calculated the same way as for a residential room addition, and that ADUs are exempt from the city's wastewater, water, traffic, public facility, drainage, park and other development impact fees. That's a bigger break than state law requires.
| Fee | What applies |
|---|---|
| City development impact fees | Exempt for ADUs built under Article 70 |
| Plan check and building permit | Calculated like a room addition; plan check is 75% of the building permit fee |
| School fees | Paid to Escondido Union School District and Escondido Union High School District before the permit is issued |
| Water and sewer | The city, or another district (Rincon del Diablo, Vallecitos, Vista Irrigation, Valley Center or Olivenhain) depending on your lot |
The fee guide says school fees are paid at the districts' education center by cashier's check, official bank check or exact cash, and that the city gives written fee estimates on request. It also still says the owner must live on the parcel, which conflicts with the PAADU FAQ; ask staff which applies. If the main house has fire sprinklers, the submittal checklist says the ADU needs them too, plus at least a 1-inch water meter and backflow device.
As a builder's observation, Snap ADU puts Escondido permit costs at about $6 to $8 per sq ft (2026). For construction costs, see what an ADU costs in San Diego or try the ADU cost calculator.
For a standard ADU, the city's ADU page says to email the Building Division at buildingpermits@escondido.gov first. Once your application is accepted, you get instructions to submit online and pay; plan review runs through ProjectDox. PAADU applicants create an account on the city's Permit & License Portal and choose the PAADU permit type, according to the PAADU process sheet. Planning questions go to 760-839-4671 or planning@escondido.gov.
The city of Escondido ADU application needs more paperwork than many cities ask for. The ADU submittal checklist lists:
Timelines vary. Snap ADU reports that a standard Escondido ADU permit takes about 6 to 8 months, which it calls one of the longer processes in the county. The city's Housing Element counted 25 ADU permits in 2018 and 25 in 2019, then 60 ADUs approved in 2020, and projected about 45 a year over its 2021 to 2029 planning period.
Before you sign, read how to hire an ADU contractor, check a contractor's license, and compare verified ADU builders in San Diego County. If you plan to rent the unit, see ADU rental income in San Diego.
