Poway ADU rules

Poway's ADU rules are in Poway Municipal Code § 17.08.180(A), summarized in the city's ADU and JADU handout, last updated in June 2024. ADUs are allowed in all residential zones, including multifamily zones.

Poway ADU rules from the city's June 2024 handout
RulePoway
ADU size50% of the house's floor area or 1,500 sq ft, whichever is less, but at least 1,200 sq ft is always allowed
Junior ADUUp to 500 sq ft, attached to the house
Height16 ft and one story, unless the ADU meets the main house's setbacks, then it can match the house's height limit
Side and rear setbacks4 ft, including in very high fire hazard areas
DesignSimilar to the house in color, style, windows, siding and roofing
ParkingOne space, waived within a half-mile walk of transit and in other cases state law sets
RentalsLonger than 30 days

The size rule is the headline. Poway lets an ADU reach 1,500 sq ft or half the house's floor area, whichever is less, with 1,200 sq ft guaranteed. The city's housing plan notes the 1,500 sq ft cap is 300 sq ft higher than the state's standard. A 2,400 sq ft house, for example, could add a 1,200 sq ft ADU; a 3,000 sq ft house could add 1,500.

The design rule matters too: Poway expects the ADU to look like it belongs with your house, so a prefab or catalog design may need changes. See prefab ADUs in California and attached vs. detached ADUs. The state rules behind all this are in California ADU laws.

Is Poway's ADU ordinance up to date?

Not necessarily. In October 2025 the state housing department sent Poway a technical assistance letter saying the most recent ADU ordinance it had on file for the city dated from 2019 and may be out of compliance with state ADU law. It asked the city to respond by November 7, 2025. Where a local ordinance doesn't comply, state standards apply instead.

Check the current rules before you design. We couldn't confirm whether Poway has amended its ordinance since HCD's letter. Ask Development Services which standards apply to your lot. State ADU law has changed several times since 2019, including for junior ADUs; see our junior ADU guide.

Building an ADU in Poway's fire zone

The city's draft Safety Element says more than 75% of Poway is a Very High Fire Hazard Severity Zone. Projects there need a fire fuel management plan and a landscape plan, with fuel management zones reaching 100 feet from each structure. On a pre-approved ADU plan in that zone, the city also asks for landscaping around the ADU and Fire Department approval. Slopes, access and brush clearance can add cost; see ADU construction costs.

Poway pre-approved ADU plans

Poway's Pre-Approved ADU Policy took effect March 4, 2025. It works differently from the County's free plan library. Architects submit their own ADU designs for pre-approval through a standard building permit application, and the city reviews them within 60 days. Approved plans are posted on the city's website with the architect's contact details.

  • Not free. The architect must authorize use of the plans for your project and may charge a fee.
  • Faster review. A permit using a pre-approved plan gets an expedited review within 30 days, matching the state's 30-day rule.
  • Still site-specific. You must match your home's roof type and character and supply a soils report, Title 24 energy calculations and, if needed, truss calculations and a grading permit.

When the policy was written, the city had not yet received any plans for pre-approval, and we couldn't find a published list. Ask the city what's available. Our pre-approved ADU plans guide covers the regional options.

Poway ADU fees

Poway ADU fees we could confirm
FeeWhat applies
City impact and stormwater feesOnly for ADUs of 750 sq ft or more, at 50% of the development impact fee
School fee (Poway Unified)$5.17 per sq ft for residential construction, effective July 9, 2024; none on additions of 500 sq ft or less
Water and sewerPoway is its own water and sewer provider; meter and connection fees are in the master fee schedule

Under state law, a city can't charge impact fees on an ADU under 750 sq ft, and above that the fee must be proportional to the main house. Poway didn't publish a total ADU fee estimate, so ask Development Services for one. For build costs, see what an ADU costs in San Diego or run the ADU cost calculator.

Getting a Poway ADU permit

Poway takes electronic submittals only through its Online Services portal. Development Services is at 13325 Civic Center Drive; building questions go to 858-668-4645. Once your application is complete, state law gives the city 60 days to approve or deny it.

Poway's housing plan reported 23 ADUs from June 30, 2020 to February 11, 2021, and set a goal of 18.6 ADU permits a year on average. Before you sign a contract, read how to hire an ADU contractor, check a contractor's license, and compare verified ADU builders in San Diego County.

Common questions

How big can an ADU be in Poway?
Poway's June 2024 handout allows the lesser of 1,500 sq ft or 50% of the house's floor area, but always at least 1,200 sq ft. A junior ADU can be up to 500 sq ft.
Does Poway have pre-approved ADU plans?
Poway adopted a Pre-Approved ADU Policy on March 4, 2025. Architects get their designs pre-approved and posted on the city website; you pay the architect for use, and the city reviews your permit within 30 days.
What are Poway ADU fees?
Poway charges impact and stormwater fees only on ADUs of 750 sq ft or more, at 50% of its development impact fee. Poway Unified's school fee is $5.17 per sq ft, and ADUs under 500 sq ft pay no school fees.
Can I build an ADU in Poway's fire zone?
