City of Vista ADU requirements

Vista regulates ADUs in Chapter 18.31 of its municipal code. According to the city's ADU page, a property zoned or developed for a single-family home can have one attached or detached ADU of up to 1,200 sq ft, and the chapter sets the setbacks, height and other standards.

Because Vista allows the full 1,200 sq ft and three bedrooms, a family-sized unit is possible. Compare layouts in ADU floor plans and weigh attached vs. detached ADUs.

Vista pre-approved ADU plans

The City of Vista offers pre-approved ADU plans on its ADU page. When you use one, the city waives plan check fees, though permit and inspection fees still apply. The plans can only go on lots with an existing single-family home; they aren't designed for multifamily properties. You still supply a site plan drawn to scale and a site-specific Title 24 energy report.

State law gives a city 30 days to act on an ADU permit that uses a pre-approved plan. Our pre-approved ADU plans guide compares Vista's plans with the County's and other cities'.

Vista ADU fees and the fee waiver

Vista ADU fees we could confirm
FeeWhat applies
Plan checkWaived with a city pre-approved plan; permit and inspection fees still apply
City fees on ADUs under 750 sq ftMany waived automatically under state law
City fees on ADUs 750 sq ft or moreCan be waived through the city's fee waiver program (below)
School fee (Vista Unified)$4.08 per sq ft for residential; under 500 sq ft is exempt

Vista's ADU fee waiver program is for larger units. ADUs under 750 sq ft don't qualify, because state law already bars impact fees on them. For an ADU of 750 sq ft or more, the city can waive fees if the unit is occupied by an eligible lower-income household for the first ten years, under a recorded agreement.

Apply for the waiver with your building permit. The program FAQs say the covenant is filed along with your building permit, and the waiver can't be applied retroactively once you've paid the fees.

Vista Unified collects its fee by email: send the certificate of compliance to the district, pay by check or money order, and it returns the signed form. For build costs, see what an ADU costs in San Diego or the ADU cost calculator; for funding, see ADU financing.

Getting a Vista ADU permit

Vista takes building permit applications entirely online through its Online Permit Portal. The city's ADU requirements add two local steps: the Land Development Engineering Division must clear your grading review before the Building Division accepts plans, and you need a soils report unless the footings go at least 24 inches into competent soil. Community Development is at 200 Civic Center Drive, first floor.

Common questions

What are the City of Vista ADU requirements?
Vista's rules are in Chapter 18.31 of its municipal code. A single-family property can have one attached or detached ADU of up to 1,200 sq ft with up to three bedrooms, rented for terms longer than 30 days.
Does the City of Vista have pre-approved ADU plans?
Yes. Using a city pre-approved plan waives plan check fees, though permit and inspection fees still apply. The plans are for lots with an existing single-family home.
What are Vista ADU fees?
Many city fees are waived automatically for ADUs under 750 sq ft. Vista Unified charges $4.08 per sq ft, with units under 500 sq ft exempt. Larger ADUs rented to lower-income households can qualify for the city's fee waiver program.
Can I rent my Vista ADU as a short-term rental?
No. Vista's short-term rental rules exclude ADUs, and ADU rentals must be for terms longer than 30 days.
